Members Present:  Vice-Chairman Tom Jameson, Ex-Officio Jeff Jordan, Richard Moore, Alan Mayville, Tom Houle and Secretary Jamie A Pike.

Subdivision, Joseph and Patricia Brown Map 7 lot 35-2, located on Ferrin and Bear Hill Roads.

Raymond Shea of Sanford Surveying was present to speak on the merits of the proposal.

The purpose of this subdivision is to separate 5.9 acres from the primary lot.  This acreage encompasses a home with septic and well.  The new lot contains 1.3 acres of wetland with 4.6 acres of upland area.  The remaining parcel will be 60.6 acres.  The new lot has 338 feet of road frontage.  There are waiver requests for relief from topography and wetland delineation of the 60.6 acre lot.  This lot has over 800 feet of road frontage and remains conforming with the ordinance.

A motion was made by Mr. Jordan and seconded by Mr. Mayville to grant the waivers for the topography and wetland delineation on the remaining lot Map 7 Lot 35-2. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Houle to accept the application as complete.  Motion Passes.

Vice-Chairman Jameson opened the public hearing upon the application.
There were no abutters present.

Being no further discussion, a motion was made by Mr. Mayville and seconded by Mr. Houle to approve the application as presented.  Motion passes.

Subdivision, Merrimack Timber Service, Inc, Map 4 Lot 154, located on Dover Road.

Tim Bernier, Engineer and Norm Fauteaux, owner were present to speak on the merits of the proposal.

The proposal is to subdivide the property into 3 lots.  One lot to contain 2.55 acres and encompasses the existing home and barn.  There is also a 50 foot easement upon the lot to provide access to the other two lots.  The second lot will be 4.59 acres and encompasses an existing wood framed building.  This lot will receive its access via the 50 foot easement across lot 154.  The third lot will be 11.9 acres receiving access by way of the 50 foot easement across lot 154.  Mr. Bernier is still awaiting a final driveway permit. There is an existing well house within the wetland which is within 75 feet of the property line, therefore there is proposed a 75 radius easement upon Lots 154 and  154-1 to encompass this radii.  There is also an easement upon lot 154 for utilities to lot 154-2.  Subdivision approval has been received for lots 154 and 154-1.  

The lot numbers shall be 154, 154-1, and 154-2.  

Mr. Moore went through the subdivision checklist to verify the conformity of the application.  

Being no further discussion, a motion was made by Mr. Mayville and seconded by Mr. Jordan to accept the application as complete.  Motion passes.

Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Moore to approve the application with the precedent condition that a DOT approved Driveway Permit be submitted prior to final approval.  Motion Passes.

Site Plan Review:  Coleman Concrete Inc.  Map 4 Lot 154-2, located off Dover Road.
Tim Bernier, engineer and Curtis Coleman, owner were present to speak on the merits of the proposal.

Proposes to construct and operate a concrete mix plant.  The site will gain access via a 50 foot easement across Lot 154.  The mash plant will be 2300 square feet with two 60 foot steel silos of which an exception was granted by the ZBA for the height.  There is also a conveyor within the 100 foot setback from a Zoning District boundary and also received a variance for the setback from the ZBA.  The existing building (sawmill) will be used for parking of the delivery vehicles.  There are 14 proposed parking spots for employees and visitors.  There are 2 waste concrete bins and 3 bins for the storage of aggregate materials.  A new well will be drilled to supply water for the mash plant.  There is an approved septic design for the proposed septic along the western boundary of the property.  A sound study was completed to confirm compliance with the noise ordinance.  In accordance with the ordinance, there shall be no more than 70 decibels during the day and 60 decibels during the overnight at the property line.  Each of the proposed uses will emit decibel levels of below 60.  There is proposed propane tank field to supply the boiler.  There is proposed a 15 square foot externally illuminated sign to be located on Lot 154 for the purpose of identifying the site.  All proposed lighting fixtures are full cut off wall packs.  Electricity will be delivered to the site via a permanent easement across Lot 154.   There is a significant tree line buffer between the site and the roadway.  

Mr. Moore reviewed the checklist to ensure the conformity of the application.

Being no further discussion, a motion was made by Mr. Mayville and seconded by Mr. Moore to accept the application as complete.  Motion passes.

There were no abutters present.  

Being no further discussion, a motion was made by Mr. Mayville and seconded by Mr. Jordan to approve the application with the precedent conditions of adding the utility easement, updated well location,  DOT approved Driveway Permit and include the ZBA approvals in the notes section.   Motion Passes.

Mr. Pike will prepare a draft letter to the editor for review prior to the next meeting.  The letter will be informational and non political.

Mr. Houle discussed the signage amendment and campaigning the day of the election.  

Being no further discussion, a motion was made by Mr. Houle and seconded by Mr. Mayville to adjourn the meeting at 8:02pm.
