MINUTES OF MEETING
OCTOBER 5, 2000


PRESENT: Chairman Tracy Scott, Joanna McIntosh, Stan Brehm, Ron Lesieur, Ted Bailey, Pauline Cote, Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of September 7, 2000.  All present members will be voting tonight.

Change page 3 under Fillion Discussion Second paragraph first line …go through site review “this” to “as this” is not a home…

Motion was made to accept the minutes of September 7, 2000 with the one change.

DESIGN REVIEW:          Doug Fisher
                Lot Line Adjustment

Abutters present: Paul Pellitier, Dorothy Nelson, Thomas & Christine Addington, Ed Bartlett, Millie Beckert.

Tim Bernier presented the Board with plans for approval. State septic and subdivision approval have been received and will be placed on the plan for submission to the Registry of Deeds. Mr. Bernier explained that the owner is changing the 12-acre lot to a 3-acre lot and putting the 8 acres back to lot 5-4 to give him more acreage.

Design Review hearing was closed.

Abutters present: Paul Pellitier, Dorothy Nelson, Thomas & Christine Addington, Ed Bartlett, Millie Beckert.

Tim Bernier presented the Board Final plan for the Lot Line Adjustment.  All state approvals will be on the mylar and ready for submission to Merrimack County registry of deeds.

Motion was made to accept the Lot Line Adjustment with the state approvals.

Abutters: Donald Welch

There were concerns about what the business was and how much the owner could bring in and sell.  It was explained that the owner builds all he sells and fabricates around the equipment.

The Board was made aware that the home occupation was being conducted on a separate piece of property and not at the residence.  Mr. Addington explained that they were waiting for a building permit and were unable to receive one at this time. The Board was concerned that they may not get a building permit.

The question was asked as to whether or not to send them to the Board of Adjustment.

Motion was made to deny the Home Occupation because the Business is located at 7 Healy Pasture Road and the primary residence is 49 Pleasant Street.

Letter will be sent to Mr. & Mrs. Addington and they have been given Board of Adjustment appeal process papers.

PUBLIC HEARING:         Site Review – New Business
                Custom doors, windows and vanities
                                                        Map 4, Lot 168, Dover Rd & Main St.     

No Abutters present.

Mr. Fillion presented the Board with plans for his site review. He explained at this time the barn will be used for storage and the business will be run out of the “L” and there will be a small show room.  Mr. Fillion was informed that he must have his surveyor follow the site review checklist for his new business. Many items are missing and abutters have changed, the public notices were sent out correctly by certified mail but the names were not changed on the plan. Mr. Fillion will need state driveway permit approval and other checklist items.

DISCUSSION:                                     BUILDING REGULATIONS

Rescheduled for November 2, 2000

DISCUSSION:             Paul Adams
                Impact Fee Ordinance

Mr. Adams has been delegated to sit on the Concord 20/20 Commission and would like the Board to know that Concord is looking to take all the commercial businesses it can and use the surrounding towns to house the employees so they don’t have the impact on the schools and other public services.

Mr. Adams would like to know why impact fees were not being charged? Chairman Scott explained that there are members of the Planning Board and Selectmen gathering information along with Central NH Regional Planning Commission to put together a workable schedule for the impact fees and make sure all aspects of the process are fully understood by all that will be involved in collecting and paying out of these fees. Mr. Adams would like information on the impact fee schedule when it is ready.
