MINUTES OF MEETING
NOVEMBER 4, 1999

PRESENT:  Chairman Tracy Scott, Ted Bailey, Skip Lawrence, Joanna McIntosh, Stan Brehm, Pauline Cote, Ron Lesieur, Paul Adams, Richard DeBold, Andrea Deachman

Chairman Scott introduced the Board and explained how the evening’s agenda will proceed.

PRELIMINARY HEARING:            ZONING CHANGES OR ADDITIONS

HOME OCCUPATIONS

DISTRICT CI/MF
        
GENERAL REQUIREMENTS

#13     NO HOME OCCUPATION PERMITS WILL BE ISSUED WITHIN THE COMMERCIAL ZONE.  ANY BUSINESS VENTURE WITHIN THE COMMERCIAL ZONE WILL BE CONSIDERED COMMERCIAL AND WILL BE SUBJECT TO ALL REQUIREMENTS AND PROVISIONS PROVIDED.

                                        AND

                ARTICLE III – GENERAL PROVISIONS

F. HOME OCCUPATION

(ADD TO THAT SENTENCE) “NO HOME OCCUPATIONS WILL BE ALLOWED IN THE CI/MF ZONE.

The Board recommends both changes.

STORAGE TRAILERS

ARTICLE III

C. TRAILERS, MOBILE HOMES AND TRAILER PARKS

THE BUILDING INSPECTOR MAY PERMIT:

D. STORAGE TRAILERS WILL BE LIMITED TO ONE (1) IN THE RESIDENTIAL ZONE AND TWO (2) IN THE CI/MF ZONE. FOR A LIMIT OF 6 MONTHS TO ENABLE ADEQUATE TIME TO BUILD APPROPRIATE STORAGE FACILITY.

DEFINITIONS

STORAGE TRAILERS – INCLUDES BUT ARE NOT LIMITED TO: TRAVEL TRAILER, SCHOOL BUS, TRUCK BODIES OR ANY CONTAINER USED FOR STORAGE OF PERSONAL OR BUSINESS PROPERTY.

DRIVEWAY PERMITS

                GENERAL PROVISIONS

K. DRIVEWAYS AND OTHER ACCESS…
                        
        ADD

ALL NEW CONSTRUCTION SHALL OBTAIN A DRIVEWAY PERMIT FROM THE SELECTMEN OR THEIR APPOINTED AGENT SHOWING ACCESS FROM A TOWN MAINTAINED CLASS V OR BETTER ROAD TO THE NEW CONSTRUCTION. NO CERTIFICATE OF OCCUPATION SHALL BE ISSUED UNTIL THE DRIVEWAY IS CONSTRUCTED.

PAVING – ALL PAVEMENT SHALL MEET THE REQUIREMENTS OF THE MOST CURRENT EDITION OF THE NEW HAMPSHIRE DEPARTMENT OF TRANSPORTATION SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION.

DEAD END ROADS –
SECTION IV –

C. EXCEPT WHERE NEAR FUTURE CONNECTIONS MAYBE POSSIBLE DEAD END OR CUL-DE-SAC STREETS SHALL NOT IN GENERAL EXCEED 1500 FEET AND MAYBE REQUIRED TO HAVE A CISTERN OF SPECIFIC CAPACITY (AS DETERMINED BY THE FIRE DEPARTMENT) TO PROVIDE WATER FOR A FIRE EVENT. ALL DEAD END ROADS WILL REQUIRE A CUL-DE-SAC OF AT LEAST 60 FT RADIUS FROM THE EDGE OF THE RIGHT OF WAY.

SEXUALLY ORIENTED BUSINESSES
NO SEXUALLY ORIENTED BUSINESSES SHALL BE ALLOWED WITHIN THE TOWNS BORDERS WITHOUT A TOWN REFERENDUM VOTE.

DEFINITIONS

U.   SEXUALLY ORIENTED BUSINESSES – INCLUDES BUT IS NOT LIMITED TO: X RATED OR ADULT MOVIE OR BOOK STORES, NIGHTCLUBS, LOUNGES, SHOW STAGES, HOTELS OR ANY OTHER BUSINESS THAT MAY PROMOTE SEXUALLY ORIENTED BUSINESS

Zoning preliminary hearing was closed.

Chairman Scott requested the Board to review the minutes of October 7, 1999

Motion was made to accept the minutes as written.

The Board discussed next years budget, Andrea to get figures and get in touch with Tracy.
