PLANNING BOARD

MINUTES OF MEETING

OCTOBER 1, 1998

PRESENT:  Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Paul Adams, Ron Lesieur, Ted Bailey, Harold Arey, Skip Lawrence, Secretary Andrea Deachman


Chairman Scott introduced the Board and requested them to review the minutes of September 3, 1998.

Motion was made to accept the minutes as written.

PUBLIC HEARING:                                 Peter Dobbins
                                                        Subdivision
                                                        Map 7, Lot 16, Ferrin Road

Abutters present:  Mary Upton, Steven Marden

George Keller, Registered Land Surveyor, presented the Board with final plans, and explained this simple site review.  Question of right-of-way by abutters was reviewed and found that it is correct.

Abutters present:  Jeff Andrews, Dick Phelps, Gail Phelps and Joseph Wherle.

Question on soil types, apparently new soil types have been made and the Board needs to get a conversion, the Board is informed that the new soil maps have not been printed as of yet, so may not be acceptable to use at this time.

An abutters concern was ledge removal that has not been replaced, as to whether Mr. Drew will fix the problem he states it will be between the Town and himself.

 The Board, with the permission of Mr. Drew has decided to go to the site on October 10, 1998 at 9am to research the land.

Public Hearing set for November 5, 1998.

Mr. Drew states he will need more time for this project.

Motion to postpone for after Site Review Regulations.

We will continue with site review.

Motion is made to waive the site review regulation on moving and lighted signs and to allow approval of existing sign at Map 4, Lot 167, Horse Corner Road.

DISCUSSION:                             Tony Merullo/Lukaza Property
                                                Subdivision
                                                Map 9, Lot 19, Swiggey Brook Road

Mr. Merullo would like to subdivide this lot into two lots, one residential and one commercial.

Items needed to be added to his plan are driveway access, wet lands, set backs, soil types.

Mr. David Noyes, Registered Land Surveyor, presented the Board with plans to subdivide a small parcel off the side of the property which encompasses his home.

                                                In-Law Apartment
                                                Marden Farms
                                                Map 3, Lot 85-15, Harvest Road

Ruth & Steve Smith are asking for approval to add on an in-law apartment to their home.

The Board explained that two family dwellings require 3 acres and 300 feet frontage.

Letter will be sent to the Smiths denying the apartment and giving them the option to go to the Zoning Board of Adjustment.

The Board again reviewed the Regulations and with some small revisions, will continue to November 5, 1998.

OTHER BUSINESS:


Motion was made that no Planning Board Member shall act independently on be half of the Planning Board outside of any Planning meeting or without expressed authorization.
