Minutes 9/14/16 Meeting

The meeting came to order at 6:35 P.M. at the pavilion at Carpenter Park.
1] Lacking a quorum, a review of the Minutes of 8/17/16 was postponed.
2] A letter requesting a two year extension in the completion date for the LWCF grant phase 2 has been submitted to DRED. The primary reasons cited for this request were the additional time necessary to receive approval for the waste water permit for the community building and the shortage of volunteers to complete work on the building.
3] Zack attended the Chichester Youth Association (CYA) meeting of 9/11/16 with a goal of improving communication and scheduling coordination between Parks and Recreation and CYA. Zack learned that a U-10 soccer tournament was planned for Carpenter Park for 10/22/16. Since CYA plans to operate the snack shack that day, all existing utilities must be maintained to the existing snack shack through that date.
4] Jeff Meehan attended the meeting to express disappointment that the walking trail initiative had been suspended. Jeff pointed out that a trail system connecting major town owned properties (Town Offices, Library, Chichester Central School, and Carpenter Park) had been a top priority identified in the Town Recreation Survey and became an objective of the Recreation Master Plan.
Jeff offered to lay out the section of the trail from the Town Offices to the Library for review by Parks and Recreation and the Conservation Commission. Zack will coordinate a field review of this section for early October.
Jeff suggested that a new approach for this first section is to have property owners such as himself taking an active role in the design, construction, and maintenance of the trail. Parks and Recreation and Conservation Commission could add support to this effort. More discussion will be held with the involved parties regarding Jeff’s proposal.
5] Zack reported that he had solicited telephone bids from three contractors for an asbestos survey of the existing snack shack. Zack outlined the bids and qualifications of:
RPF of Northwood, NH
Northeast Environmental Labs of Hampton NH
Scott Lawson Group of Concord NH
After discussion, Zack made a MOTION, Seconded by Ansel, to award the contract to RPF of Hampton NH. To expedite the contract, Zack will poll other Parks and Recreation members by E-Mail.
6] To meet the schedule for the Town of Chichester’s Master Plan update, the Recreation Master Plan must be updated and submitted by November 1, 2016. To meet this schedule, Zack and Ansel will draft revisions to the plan based on progress to date, distribute these revisions to the Parks and Recreation members for review, and invite members of the public and recreation partner groups to the Parks and Recreation meeting of October 14, 2016 for discussion. Final changes from this process will be incorporated and sent to the town.
