Chichester Parks and Recreation Commission
Meeting Minutes
May 14, 2014

Present: Zack Boyajian (Chairman), Ansel Sanborn (Vice Chairman), Philip Hitchcock (Secretary), Richard DeBold, Ewen MacKinnon, Tom Jameson

Absent: Todd Hammond, Joe Montambeault

Public: Doug Hall

Meeting called to order 6:35

A Motion to approve April 9, 2014 minutes was made by Richard DeBold and seconded by Ansel Sanborn, all were in favor Motion carried and minutes were approved.

Doug stated he had sent out KMZ files to the P & R members and that he had gathered information and spent time with Jamie Pike combining town maps, current use property maps and conservation easement maps to put all together for foot path trails, showing the map to the group. Doug brought up the piece of property that connects Carpenter Park with the School that Zack had been working on to get use permission from the land owner and mentioned that under RSA 97-A:4 ll (20% reduction of current use value) that he didn’t think permission was needed to use this section of land. Doug suggested taking 1 or 2 miles of mapped trails to try to get permission from property owners and that maybe a letter could go out as well. Zack acknowledged Doug’s efforts and participation in the attempt to connect the trail between the park and school and thought about timing a group walk with the Old Home Day event for some path options. Doug stated he would stay in communication with everyone.

Tom showed maps of Carpenter Park that he had redone with a Google Maps tracking class he had taken with Doug showing how Concord’s Riley Trails is mapped out in comparison.

Philip stated that it was brought up at an Old Home Day meeting that if the yearly event was to no longer be sponsored by the Grange that the most logical organization to consider oversight of the event would be Parks and Recreation and what did the group think of this as a possibility. Ansel wondered if the P & R would be taking on more than just overseeing the use of the Park for public use. Richard stated that it was in the mission of the charter to determine and submit future planning considerations to promote and provide new town facilities and programs to accommodate the outdoor activities and recreational needs of the community as a whole. It was mentioned that David Gill director of Parks and Recreation –Concord would be a good person for P & R to get information from on multiple uses of the park.

There was further discussion that with changes of the park there is transition and that there has become more use of the park. Scheduling of usage needs to be considered. Zack felt that park usage should come before the committee so that scheduling and permission was recorded in minutes. It was stated that there should be a calendar of events on the town website for the public to see and Zack stated with the Chichester Youth Association, the church, soccer practice in fields and events such as Old Home Day and possible Winter fest there needs to be some organization and structure in place for park usage that he would prefer go through meetings for approval. There is still Phase ll with a proposed natural amphitheater and yet more usage. The group agreed to explore rules for use of the park along with scheduling etc…  Ansel Sanborn made a Motion to have Richard DeBold create guidelines for Parks and recreation usage, Zack seconded the Motion, vote was 5 to 1 Richard abstained the MOTION carried. Philip agreed to work with Fred Shaw and have a blank calendar of events for the year put on the Parks and Recreation website with Zack and Ewen getting current usage to date to fill in.

Tom brought up Shaw fields and that it belonged under Parks and Recreation also as a functional area for use.

Zack mentioned that the group do some park maintenance together and walk the park, scheduling time to do so possibly before a meeting. Ansel added that a general review of the park be done.

Richard brought up the well house with park safety issues and suggested that someone on the commission talk to Carol and John Harkness due to the deeded water rights on the property. Zack agreed to have a conversation with them.  

Zack mentioned the Plan NH Community Design Charrette letter that went out to all Boards, commissions and Organizations. He informed the members that Chichester was approved as a Community design Charrette site scheduled for late September or early October. A representative from the commission would be an asset. Both the Historical Society and Heritage Commission are moving forward to address concerns on historic Main Street that includes Shaw Field. With vehicle and pedestrian safety issues that affect us all on Main Street, some visions the Parks and Recreation Commission would like to have input on could be brought up at the next meeting.

No further business

A Motion was made by Ansel Sanborn to adjourn and seconded by Zack Boyajian. All were in favor, Motion carried.
