Commission Meeting, Town Library, 7pm, 04/16/2014
APPROVED MEETING MINUTES
Members Present: Teresa Paradis-Vice Chair, Ann Davis
Not Present: Richard Millette
Others Present: John Snow, Kay Snow, Steve MacCleery
Meeting called to order by Vice Chair Paradis at 7:15pm; Secretary distributed handouts.
A lengthy discussion was held regarding Steve’s appointment expiration; Steve felt his term had not expired while Ann felt it had since the 2014 expiration date was listed on the Town’s appointment list. Steve did receive Ann’s email suggesting he discuss reappointment with the selectmen but he felt his term was not up because he had not been advised by the town clerk. He also felt that there could be no voting at the 04/16/14 meeting as there was not a quorum; Ann reiterated that since there were now only three members (Paradis, Jordan & Davis), that two constituted a quorum. It was also noted that under State Statues, agricultural commissions can consist “of not less than 3 members and no more than seven members and not more than 5 alternate members….”
Election of Officers was tabled by Vice Chair Paradis for May meeting, pending needed information because of appointment termination issues, a general information meeting took place as follows:
Receipt of Farm Bureau membership had been received, thanks to Teresa for paying the $60 supporting membership fee.
Ann & Teresa reported on the success of the first joint Backyard Farming lecture series, by Prof. John Carroll, and that the second lecture will be held at the Grange Hall to accommodate a larger number of attendees. Master Gardener and owner of Petals in the Pines (Canterbury) Donna Miller will speak on A Garden for Wildlife: Natural Landscaping for a Backyard.
The AgCom section of the Master Plan was again discussed; and it was agreed that #2 would be removed. Ann will again prepare a final copy to be voted upon at the May meeting for signing and presentation at the Planning Board. Also Ann asked Commission to think about who would be attending that Planning Board meeting.
AgCom flyer - Teresa stated she had not received the email so she could print copies; Ann said she would resend. The flyers will be provided at the town offices. Ann had already given some copies to the Library. And there was a brief conversation about the AgCom’s double tent space at COHD for the purpose of a Farmers’ Market.
It was agreed that Ann would bring forth at the next selectmen’s meeting the names of John Snow and Katherine Snow for appointment to the Agricultural Commission.
There being no further business, meeting adjourned at 8:26pm.
